Energy Programs & Tools

Federal programs and tools administered or supported by the U.S. Department of Energy (DOE) and USDA that define incentives, modeling requirements, and documentation standards.

🌱 Iowa’s New IRA Energy Rebates (2026)
Helping homeowners cut energy costs with performance‑based upgrades and electrification incentives

Iowa is rolling out two major Inflation Reduction Act (IRA) rebate programs in 2026, administered by the Iowa Economic Development Authority (IEDA). JYA Inc. helps homeowners and agencies navigate these programs from assessment through installation.

🏠 HOMES Program — Rebates for Measured Energy Savings
For all income levels. Rewards whole home efficiency improvements that achieve 20%+ energy savings. Rebates up to $4,000, or up to $8,000 for LMI households. Applies to insulation, air sealing, duct sealing, and high efficiency HVAC upgrades. Requires energy modeling or utility bill based savings verification.

⚡ HEEHR Program — Instant Rebates for Electrification
For Low to Moderate Income (LMI) households. Point of sale discounts for heat pumps, heat pump water heaters, electric stoves, panel upgrades, wiring, and insulation. Up to $14,000 per household. Income based coverage: <80% AMI up to 100% of equipment cost; 80–150% AMI up to 50% of cost.

Key Rules for 2026
No double dipping: HOMES and HEEHR cannot be used on the same measure. State certified contractors required. Can be combined with the 25C Federal Tax Credit (30% up to $2,000 for heat pumps).

JYA Inc. provides NEAT modeling preparation, contractor coordination, and rebate ready documentation for Iowa homeowners and agencies.

HOMES
Whole‑Home Savings
Home Owner Managing Energy Savings (HOMES) — A U.S. DOE rebate program providing incentives for whole home energy upgrades based on measured or modeled energy savings.
HEAR
Assessment Rebates
Home Energy Assessment Rebate (HEAR) — A DOE program offering rebates for home energy assessments and targeted efficiency improvements, including electrification and weatherization.
NEAT
DOE Modeling
National Energy Audit Tool (NEAT) — DOE modeling software used to calculate baseline energy use, evaluate retrofit options, and determine cost effective measures. Weatherization Assistant includes NEAT and supports state ready documentation.
REAP
Rural Funding
USDA Rural Energy for America Program (REAP) — Federal grant and loan program supporting energy efficiency upgrades and renewable energy projects for rural small businesses and agricultural producers.

Core Technical Services

Engineering Grade Energy & Technical Support for Nebraska and Iowa. JYA Inc. provides rural focused technical support for contractors, property owners, and small businesses across Nebraska and Iowa.

Our work includes: 3D scanning; Drafting & BIM; As built documentation; Estimating; Whole home energy analysis; Electrification readiness; NEAT modeling and DOE aligned documentation.

We help clients prepare for DOE HOMES and HEAR programs — even before the states officially launch their portals.

Why These Programs Matter
Long Term Financial Benefits include lower monthly utility costs through high efficiency heat pumps, insulation, and electrification; reduced exposure to propane and fuel price volatility; increased property value through modernized mechanical and electrical systems; lower maintenance costs from right sized, high efficiency equipment; and the ability to combine DOE rebates, USDA REAP grants, and utility incentives to reduce upfront costs by 25–50%.

Long Term Performance & Resilience includes more stable indoor comfort during extreme heat and cold; improved indoor air quality and reduced carbon footprint; electrical systems ready for EV charging and battery storage; and better alignment with state and federal energy resilience goals.

HOMES & HEAR Readiness

NEAT setup and modeling; auditor workflows; baseline and post retrofit modeling; documentation packages for state submission.

3D Scanning & As Built Documentation

Accurate, field verified documentation for homes and small buildings.

Drafting & BIM

Clean CAD and BIM deliverables for renovations, coordination, and contractor use.

Third Party Estimating

Takeoffs, scope checks, proposal review, and change order validation.

Energy Analysis & USDA REAP

Heat pump sizing, energy savings analysis, and USDA ready documentation for rural businesses and agricultural facilities.

Federal Experience Applied Locally

JYA Inc. brings more than 20 years of federal project experience across DHS, DoD, FBI, NAVFAC, USACE, VA, AFCEC, aviation, renewables, utilities, and mission critical infrastructure — applied directly to residential and small business energy projects in Nebraska and Iowa.

Pre Launch Evaluations and Documentation
Nebraska and Iowa have not yet released official start dates for HOMES and HEAR. JYA Inc. ensures contractors and property owners are fully prepared on Day One.

We perform all required evaluations before the programs go live: NEAT modeling for whole home energy savings; baseline and post retrofit modeling; electrification readiness assessments; heat pump sizing and load calculations; contractor ready scopes of work; state ready HOMES and HEAR documentation; federal ready USDA REAP documentation; and pre design mechanical and electrical evaluations for rural facilities, farms, and community buildings.

This early preparation reduces delays, improves rebate eligibility, and ensures compliance with DOE requirements.

Who We Support
Property Owners: homeowners; rural properties and farms; small businesses; community facilities (schools, clinics, churches, tribal facilities).
Contractors: HVAC contractors needing NEAT modeling and HOMES/HEAR documentation; electricians preparing for panel upgrades and heat pump installations; solar installers requiring integrated energy savings documentation; general contractors needing DOE aligned scopes and estimating support.
State and Federal Agencies: Nebraska Department of Environment & Energy; Iowa energy offices; USDA Rural Development; local and tribal governments; community action agencies.
